Detail:     Commencing 21-March-2017 the daily Meteosat-8 HRV IODC
Service Upper HRV Window shift time will change from 14:00 UTC to a new
time of 15:00 UTC to better optimise the illumination for the
Spring/Summer season. This new 15:00 time will remain in place until
21-September-2017, when the shift time will seasonally shift back to an
earlier 14:00 time.
