CLOSE TO MINIMUM THRESHOLD AND CONVECTION COVERS LESS THAN 1/5 OF THE
CIRCLE DT WAS REJECTED IN FAVOR OF MET AND PT.  FT IS 2.5...CI IS HELD
AT 3.5 PER WEAKENING RULES WHICH IS A GOOD THING GIVEN WINDS ARE LIKELY
STRONG AT THE SFC AS THE SYSTEM HAS GAINED LATITUDE AND FORWARD SPEED.
