Details/Specifics of Change:  The GOES-13 Sounder Shortwave bands
(channels
13-16) noise has increased since mid-July.  A sample of striping
in GOES-13

The root cause of this error is =93Unknown=94 at this time.
Manufacturer
is
not able to tie it to contamination or Filter Wheel winding problem,
and
suspects space weather activities.  GOES-13 Sounder Data dropouts
were also
observed around the same time as this event since mid-July. The data
dropouts are suspected due to Filter Wheel winding problem and
have been
reported to have no impact on the quality of some of the Sounder
frames.
