Release 2.3, to be introduced on 20/07/2016 for the 9.5 degree RSS
service and on 21/07/2016 for the 0 degree service. Main change in this
release is the correction of a small anomaly in the way that the
sub-satellite position is taken into account in the product generation.
There will be a 2-hour down time followed by a 4-hour high risk period
between 09:00 and 15:00 UTC on both days.
