FL220.  DUE TO A SMALL PATCH OF CLOUDS OVER THE
AREA  NO PLUME CAN BE DETECTED FROM SATELLITE
IMAGERY.  WE WILL UPDATE EARLIER IF OR WHEN A
PLUME IS DETECTED IN IMAGERY ...SWANSON
